Unless you are willing to pay more for unlimited Internet its not possible for ISPs and Telcos to offer it. Looking at the cost of setting up 3G/4G networks and the limited radio resource its just hard to sustain the kind of data rates at the current prices.
@Job, You know how Kenyans love complaining? Personally, I have never used the unlimited Internet. I didn't even buy into the idea from Safaricom/Orange because it did not quite make sense to me given the initial complaints I was hearing. Problem is Kenyan users want the packages formulated their way, not along the providers' business models. My only complaint is one: I need the coverage everywhere, Kenyawide, not in some "data belts". They can charge whatever they want.
