Paul, its not the IP. Its the Bank you are using which determines it. If you are in the UN and you are using UNFCU as your bank sawa. But you cant get it with Barclays Kenya or any Kenyan bank.

just a thought - a socks proxy on an ssh tunnel to a machine in usa or europe would circumvent their ip location tests - so mebbe we should get together, we all share a virtual private server in the usa, which we tunnel into when we need to check our paypals ;) <evil grin>

You can send and recieve money, buy and sell stuff on the net using paypal as long as the site and/or services in use support it. If you selling something on ebay
or recieving cash from one fo your relas abroad, so long as they are able to use paypal, it's as easy as abc..... Been doing for the last year and a half....
