Actually a group of Wikimedia contributors and I have been doing something in these lines. See [1] below. There is an text-only version of English Wikipedia that is 10GB as of January 2012. The file is highly compressed into a ZIM file <https://en.wikipedia.org/wiki/ZIM_(file_format)> and it requires a s/ware called Kiwix to read it.
