I take cognizance of your opening disclaimer, but I'd still love to wonder why KACC did not just take the bulls by the horn?
The Chinese are known (reputed) for their "brown envelop" culture yes, but if KACC can do this, then we are not fighting corruption! Word also has it that the Chinese are so much involved in projects within the Kenyan govt systems, courtesy of "brown envelops" changing hands at the highest level. KACC must be having all the knowledge.
