The police in Kenya are total failures as evidenced in the clobbering of a woman in Naivasha as a means of riot control. On the same day anarticle by Kiser on the coastal kidnappings tell of how the police couldn't answer calls till 6 am and only reacted at 8 am. By this time, locals had mobilised aircraft and already located the kidnappers.
