The problem is that to justify a courses existence, Colleges are required to hire someone with not less than a Masters to Lecture. [?][?] Otherwise the course could be scrapped. The other way is for the person to register for a Masters or PhD, and not actually do the courses... The college can then use this to justify that the person is pursuing a 'Higher Education' and will eventually graduate.
