Try check via the Comms regulator - UCC page, use the contacts there to make a request
- Tanzania
Google Dr. Yonah - he's in charge of the Ministry responsible
- Rwanda
This should also be available on the web - if you hit a wall, look up RITA
and start your search from there
- Somalia
Short of negotiating with warlords and "birates" I can't help
- Ethiopia
Tough one, ETC - the public telco handles most of this stuff but they do
also have a National IT Development Agency - try google, it would be hit and miss, short of travelling there and working through the bureacracy to get the right person and information. Alternatively you could try contact ECA - based in Addis - they might be able to assist as they had a programme several years ago assisting different African countries come up with ICT Policy.
