Tough one, ETC - the public telco handles most of this stuff but they do also have a National IT Development Agency - try google, it would be hit and miss, short of travelling there and working through the bureacracy to get the right person and information.

Alternatively you could try contact ECA - based in Addis - they might be able to assist as they had a programme several years ago assisting different African countries come up with ICT Policy.

For general communications overviews at AfrISPA we did regulatory reports for various countries a couple years ago - search the http://www.afrispa.org website.
