Apparently, there is an issue with installing Discoverer Administrator on Vista.
According to http://learndiscoverer.blogspot.com/2009/10/vista-installer-availabled-for.h... there is a patch for it for vista 32 bit systems. But you will require a metalink account download the patch.
That, or u just change the OS as you had suggested.
However, this is what I'd try first:
It is the OS that reports the version as 5.1, 5.2 or in this case as 6.0 In Linux you can change the release infor to what the oracle installer expects.
For windows, just right-click on the Setup.exe in the Install directory and select the compatibility tab and then check the 'Run in xp compatibility mode'
That ought to do it.

Go to OTN page, you will get the appropriate version(s) for Vista there.
Vista and Win server 2008 often share the installation files but u can confirm there.
