About the rules, apparently those are world wide rules. You dont have to use the equipment, but you have to cover for 2G fee before they sell you 3G equipment. I think its equipment manufacturers way of covering the large capital required for new technology. As for 3G, telcos implement 3G before people buy equipment. The equipment is affordable. Huawei has even got low cost 3G phones (which are poorly described on their website). So 3G is affordable.

So they will force new internet consumers to cycle from using 19.2 kbps modems before being allowed to use the fiber optic then.

Which brings me to my next point, why would a new telco like YU, chose to go 2G instead of 3G? Initially I was so optimistic that they would come up with a pure 3G network and I was even ready to dump my favorite 3G network. I was in for a such, suffice is to say I was disappointed enough not to try their network.
And the DVB-H used by Safaricom, where does it just fall between 3G and 4G?
