@David, allow me to be the Devil's advocate. They are not using socrata.com, they are using the Socrata Platform which is like CodeIgniter, Drupal... actually, the best analogy to the Socrata Platform is DSpace. If you want to get your public data out into the public in a very short time, say 3 weeks, then you use Socrata or Factual, if you want to do the same in like 1 year, you put together a team of local developers and have them develop one. If I was in Kukubo's or Bitange's shoe's, the decision to go Socrata is a no-brainer.
