Facebook and drones for free internet in africa

Facebook targets africa with universal access to 3g internet access for free after it struck a deal to acquire solar powered drones to beam signals. However this is subject to aero space licence to fly the drones above flight paths in africa. This is targeted to be launched in 2015 , worth noting that google too is testing a similar concept. It would simply be a matter of the service provider setting up an additional call leg that kicks across to the PSTN in case a Internet based callee is unavaible/doesn't answer. The caller experience would probably consist of a voice prompt to confirm that they want to attempt a call to a conventional phone, which might carry some costs.

What makes this facebook voice to be difrent ? Yes opens up spectrums , increases use of voip but again what happens when the person you calling is offline on facebook ? What happens when we call some one on skype and its not answered ? Or on viber ? We go back to traditional way making calls.
Unless there is somehow it connects the call when the user is logged out ( which is impossible) its just anothet average product.
