A good reading on implications of local hosting for local content; a case study of Rwanda. In summary: - Content developers were hosting their websites abroad, largely to save money in hosting costs, however, ISPs had to pay more to deliver the content back to users in country. - Websites hosted abroad experienced greater latency than locally hosted sites, which slowed down the delivery of web pages and access speeds fairly significantly. - The increased cost of accessing content abroad, along with lower throughput, limits potential Internet consumption and the ability of content producers to provide more advanced, interactive services. President Barack Obama wants companies to notify consumers within 30-days of a personal data breach. Despite a slew of pressing issues facing the administration and a potentially unsympathetic Republican-led congress, the White House today unveiled <http://www.whitehouse.gov/the-press-office/2015/01/12/fact-sheet-safeguardi…>a handful of legislative proposals aimed at safeguarding consumer privacy, continuing along a path established by its privacy and big data report published in May. The administration's Personal Data Notification and Protection Act is being pitched in part as beneficial to companies handling consumer data, since it provides a set of rules for data breaches that applies on a national level. NET NEUTRALITY ISSUES AND HOW THEY COME HOME TO ROOST

Listers Apologies for cross-posting. The above refers. This list has been vocal (and I hope will continue to be) on the above subject despite silence from the policy makers. An incident in India brings this closer home than is comfortable for some of us. This involves Airtel. Below I quote a press release from the Indian Civil Society:- Airtel India, one of the leading mobile and Internet providers in the country recently announced that it will charge pre paid mobile customers more for using certain over the top services – starting off with VoIP services (such as Skype and Viber). The costs are in the range of Rs. 16 per minute of Skype, a huge cost to those users who access the Internet through the mobile route. While Airtel has backed down and reversed its aforesaid plans following a public outcry, the implications of the original announcement are clear – Airtel has indicated that it is willing to act as a gate-keeper of the Internet: restricting access to certain content / applications / services based on how much you can pay. See attached for the full release. You can see the concerns. It is unilateral actions like these without an official policy guideline that is worrying. Which brings me to the reason why I'm writing this note. Again I ask:- 1. If Telcos in Kenya decide to behave the same way what is our recourse? Remember Airtel is active here too. 2. What is our official government (People of Kenya) position on Net Neutrality. This an issue that CANNOT be wished away and we urge policy makers to come out strongly on this issue. Hi all, I am just reviewing my work in 2014 and I see the Kenya IGF videos archived on YouTube at http://bit.ly/kenyaigf14 have not received as much attention as they might merit. While audio is not wonderful I went to some effort to edit in slides etc.Please feel free to embed them on the Chapter website or promote them in any other fashion. I'd like to say how much I do appreciate the efforts by ISOC-KE to make their events available to a wider audience. Let's work on getting better audio and video in 2015 ! Happy new year. We start the year highlighting the Chapter's achievements in 2014. Our membership grew past the 800 mark In 2014. We had the following programmes: 1. Safer Internet Day held in February 2. Kenya IGF held on 3rd July 2014. DNSSEC training in conjunction with KENIC 8. Roundtable lunchion with ISOC partners at China Plate 9. ISOC ALS hosted the ICANN VP for Africa on a talk to University of Nairobi Students - *International Front:* We had our members represent the society in many international fora including the African IGF in Abuja Nigeria, Global IGF in Istanbul Turkey, NetMundial in Brazil, ITU Plenipot in Busan South Korea, ICANN meetings in Singapore, Bueno Aires, and Los Angeles, and , IETF in Toronto and Hawaii, and ISOC Chapter leaders workshop in Dakar. We continue to have our members make positive impact in society by participating in many regional and global initiatives. She met lots of other researchers, gained a sense of what each was doing, and, importantly, where gaps existed. She also met a new colleague, and together they successfully applied for an NSF grant to do further Internet security and privacy research.
