I feel Ndemo should have been on that list on that post ... he is the best guy and he has the blue print to the future that we in this industry yearn for ... I think we always fail to look at how best things can move from where they are and always want the status quo. Am not saying Ndemo was not the best man for the job, but is he the only one that this list glorifies and thinks that if he is not there then the ICT sector is doomed? That's why you have security of tenure in other areas - judiciary, for instance I wouldn't support a system that is disrupted every 5 years. There are some posts that need to be replaced if the incumbent has doesn't perform, resigns (willingly or otherwise), is hit by a bus (thanks Martin) etc, not just because of regime change. the delinking of Parliamentarians being ministers was the beginning of delinking politics from economy. While thinking outside the box i find it interesting that in Kibaki's government professionals were also put in the areas where they were subject matter experts, they then embarked on their jobs with such zeal and passion however we lacked various policy underpinnings that could sustain the momentum. Reading through the former presidents contribution to Parliament, he had mastered this country and knew the buttons to touch hence there was a reason he went for subject matter experts, none the less, we will give the new government appointee a benefit of doubt , he deserves a chance as a Kenyan. What i believe we are talking about here is a working functional bureaucracy that is somewhat loosely controlled by but not effectively changed by regime change. Think of the US bureaucracy. If Obama was to be assassinated today, there is unlikely to be a crisis as the bureaucracy would chug along with the laid down procedures. I think detaching cabinet portfolios from politics allows the bureaucrats to settle in and performance contracts can finally be enforced.
