just did... then searched for "software"... my guess is that since they buy licenses from microsoft they never need to "tender" for the same? While acknowledging the fact that the Govt has embraced ICT as a tool for national development, easing off the time and money wasted in getting these important legal requirements. In comparing http://www.companieshouse.gov.uk/ with Business Licence Portal<http://www.businesslicense.go.ke>there is a lot to be desired on the latter. For instance, in the former, the charges for services given by the government in the UK, are displayed on their site while in the Kenyan one, the issue of charges is silent. I wonder whether the Kenyan Government portal is planned to have the charges displayed so that upcoming entrepreneurs will not have to be taken in circles when it comes to acquire the licences. I can't say I'm impressed. I searched for 'restaurant' to see what licenses one needs for that and it turns out there are no results in the database. Does that mean to run a restaurant one does not need any licenses? So I browse to one particular license http://www.businesslicense.go.ke/eregistry/index.php/license/details/id/11 and what do I find at the bottom? Our Government & ICT Board's running definition of e-government. Scroll to the bottom and as usual - '*Download and print*'. Why isn't there an 'Apply For This license' button that allows you to fill in the forms online with all required information and have it processed immediately? Why are these things always developed in the dark without consultation from stakeholders? Such an approach will always fail spectacularly.
