Never heard of that, but you can get alerts if you graphing your internet usage, then you know timing and good ol' excel lets you input the timings.

From my many years in this field, this has been done by mere heathens like me, the only issue is that you can make such reporting on solarwinds or any customized monitoring software - there will be no out of box solution.

Nagios and cacti does that, though I'm not quite sure what you mean by Internet downtime e.g. if the DNS servers for a cooperate organization fail to resolve yet the other global IP's are reachable is that Internet downtime and many other cases I can mention here. Hi, If you have the money, Solarwinds will do this for you, starting at about USD 3000. It has some nifty reports - including the one you are looking for - event duration per node across the day, week or month. For an Internet connection, you may want to monitor availability of the Google Public DNS 8.8.8.8 & 8.8.4.4 which are pretty good reference points. You probably want to monitor the rest of the infrastructure (servers, switches, routers, APs, etc) in order to justify its cost. You want to look at OpenNMS which can work on both Windows and Unix. However, its probably better that the report be sent at the end of the week or the end of the day which OpenNMS can be customised to do.
