Disaster Recovery Options?

A friend is exploring two options for a DR site, one option is to purchase two virtual servers at a monthly cost of 100k and while the other is to purchase one hardware server@ an initial cost of 400k,VM Licence & rack space at a monthly cost of 65K. Questions; What are the Microsoft licensing implication of either of the strategies? What would be your preferred choice? In the long run is it worth purchasing a Virtual server or a hardware server?

What are the objective of DR.... 1. is it to have a replica of a current operating applications mirrored.. 2. is it to have a backup strategy ( online backup to a DR site ) if its option one...then you just have to replicate the setup you have currently and if its option 2.. the best strategy is to implement a Network Attached Storage: This will cut your cost and since its hardware server.. you will not need those license. Have look at Synology<http://www.synology.com>. They have the best solution.
