Finland - 1Mbps (at least) France - Internet access is a basic right, but does not touch on whether it should be broadband. I think the more interesting question, certainly from a technical perspective, is, how do we make Internet access as pervasive as air? There is a world of research to be done in this space; and money to be made.

I refer you to Article 19 in the UDHR Article 19. Everyone has the right to freedom of opinion and expression; this right includes freedom to hold opinions without interference and to seek, receive and impart information and ideas through any media and regardless of frontiers.
