Yes, we did think about here (on this list) a few months ago and the conclusion was that it's almost impossible. But considering that a majority of the root name servers are there, the companies running them would be subject to "in the name of national security, shut down your servers" That wouldnt totally shut it down but i bet it'ld make it way lot slower.
