So a JTL engineer took a look and couldn't find a solution. I consulted my local guru and you guys don't want to imagine what the solution was: He looked at the config and all seemed well. He created a new tunnel - named it tunnel51 - with the exact same params as tunnel49 and everything worked perfectly. So the problem, according to our diagnosis, is that the router which was showing 'line protocol is down' had suddenly hated the name 49 and wanted a different name. 51 did it. My tunnel hasn't come up even today. Did you have to call JTL to do something for yours to come up? It's weird that I can ping the souce/destination IPs assigned to the tunnels from both ends but the tunnel traffic is dead.
Weirdly too, on one side when I do 'sh int tunnel XX' I see:

While on the other end:

Washington. Your problem was was the MTU and not the number 49. On your previous interface the mtu is 1514. On your other side it is not indicated meaning it will default to 1500. Hillary, Where have you gotten that MTU thing? Please show me, because the tunnel has been running for over 6 years with 'ip mtu 1300' configured on the interfaces on both sides.
