Unfortunately this seems to be the exception, rather than the norm, with the Canadian govt. The guy who wrote that post, plus a bunch of others working in the Canadian govt., have basically been having running battles over this issue. There is no over-arching federal open-data policy, unlike in the US and UK. So it's basically been upto individual municipalities to come up with their own patchwork open-data policies. Vancouver, for instance, has been quite good about this (http://data.vancouver.ca/). Having said that, the inevitable trend is towards open-data all over the place, not just in government (someone sent the World Bank open-data link, I'm waiting for the UN to do the same). It has been gratifying to note the increasing prominence, and number, of open-access science journals.
