The KPLC system is suspect according to me. They need to have portal where someone can check their account payments and how the units allocated were worked out. I think they apply the usual standing charge of 120 sh monthly and depending on when you last recharged your meter the standing charge might be applied.
For example if you paid 2500sh in January and the units last you up-to April then the you will be charged 120 sh per month for the last 3 months upfront when you purchase more units hence you get way less units.
