Hi wash, I recently bought a PCI-E tv card for a laptop, ditched it almost as soon as i got it, tv reception ws very poor. Comes with a nice portable aerial. The external USB tv box costs abt 4k. I think the most important factor is the tv signal strength and the type of aerial you have. I could 'lend' you my PCI-E card you try it out before you buy yours. I have never used those USB tv boxes before so i really dont know how good they are. On the VCD, you might want to check if there is an autorun.inf file on the disc. In your initial response, one would have thought that you "ditched" the PCI-E TV Card because it did not meet your expectations.
