ICDL to be Gazetted: Is Open Office recognized?
KTN's Business news says that the government will only recognize (and will gazette) computer literacy as someone who at least has ICDL. Microsoft was mentioned (by the guy narrating the news). Dr.Ndemo confirmed (in the news clip) ICDL as Spreadsheet, Word processor, Presentation and Database. Open Office has similar packages. Can Dr. Ndemo at least confirm whether Open Office and any other office packages are recognized by government? or in other words what content makes an ICDL package? I find it mind-blowingly strange that Microsoft's Office products would be the only ones recognized as ICDL (as mentioned in the news clip). O_o?

I sincerely hope this is not the case. It would be very unfortunate if government forces citizens to take a certain route.
From my small investigation ICDL seems to be a pretty widespread standard that is supposed to be vendor neutral and not linked to any particular software. If they only gazette ICDL and leave out OpenICDL http://www.openicdl.org/ we shall go to court to have the Gazette Notice annulled on the basis of its illegality hence illegitimacy. Contemplating such an illegal move would leave sour scars and in any case we no longer have time for niceties play with Microsofties family..
