Just wondering, when government uses Joomla to offer downloads of documents like this ministry of energy sessional paper: http://www.energy.go.ke/index.php?option=com_jdownloads&Itemid=17&task=summa... Is it correct to post its license as GPL? Does it mean i can modify it and distribute it?
