I attached a visa card and they withdrew the 1.95USD and I verified the 4 digit cord on the account statement. The account was activated but I was trying to pay "large" amount but that should not trigger anything but limiting the account without verifying. I have heard about this and what I have been told is that although Kenyans can transact online, they deal with Kenyan accounts with scrutiny and this is a failsafe to ensure that no one has your card, its more so to protect the buy and seller. It's not personal, I had to submit my details as well.
