It's actually a fact that top 10% of users, eat up 80-90% of bandwidth, by any standards this is not acceptable even in a traditional ISP. Don't bother Michael Joseph, he has bigger fish to fry.

If safcom does traffic classification properly and allocates some BW (say some small % like 5-20%) to torrents, that will be better than blocking all torrents. In my opinion, in Ke, people are used to downloading torrents over some long time, overnight or even over days.. By blocking out potential revenue, and possibly alot of revenue because torrent traffic is usually alot, i think its an undoing. I believe all clients are equal, at the same time we are using a shared channel here out a dedicated one. Using ftp is okay because you have a dedicated server on the other end but for torrents every torrent client server the files to others on the internet which adds more traffic unlike ftp. Bottom line David is when you say you are providing a service let the customer know of any restrictions before hand. Different users have different needs so you need to let them know what you offer. When I am paying for s service I expect quality service. Dont tell me you calls wont go through because you have many users or someone is using a lot of bandwidth. Thats not my concern, I paid for a certain service irrespective of wether am the only user or all chinese are using it. First priority goes to it data comes a close second so they need not tell you if voice traffic is high your 3G speeds is inversely proportional. Whether it is shared or not is neither here nor there. My point is 1. Safaricom claimed to offer broadband 2. I signed up for the same 3. At no time have i been told not to torrent, either as a signed up, or subsequently (btw, oddly enough, I've torrented only 3 files of about 40MB in total ever) 4. Safaricom can then not go behind my back to deny me some service without making it clear to me. It is entirely my business what I use the pipe for. After all, they promise broadband. I actually think that taking up capacity on download you are asserting your 'right to use' for as long as you want and not considering other users, including other data users.
Remember capacity in a base station is shared among concurrent users it's not a dedicated resource to you only.
