When payment has been received through any platform, confirmed manually and token disbursed via sms, but if it's for a telco then your budget should be done How many estimated users may I ask? i am currently radiusdesk and has intergrated it with Mpesa for self provisioning. it has in built support for authorize.net, paypal and PayU. i am sure these can be customized to run local payment gateways. you can sell internet by data size, time or vouchers.
