M-Pesa intellectual property is owned by Vodafone but first launched in a third-world country like Kenya through Safaricom coz of slack laws that could allow a mobile phone operator to carry out business in financial services. Vodafone has simply partnered with someone else to provide the same service in a different market with a slightly different brand name. I *dont* think with the reports from CNN of them receiving the first train after 7 decades, frequent violence etc; they would have had time to sit down (with the Taliban 'capital ventures investment groups') and come up with their own R&D to create this thing from scratch.
