Had a similar problem but i have short memory and didn't document how I solved it but it had to do with a conflict with my wifi drivers and some usb drivers. I uninstalled all Huawei drivers + software(appwiz.cpl), Then un-installed the wifi drivers(network adapters), removed the modems from my 'modems list' i.e cpanel phone + modem . then re-installed, I cant remember the order but had to do this to avoid some BSOD I used to get. NB. Go to device manager and look at USB devices. Uninstall the USB composite
