Geoffrey, Safcom might ride on JTL to Kisumu not sure they have done their own fiber up until the city. You also have LTK (Liquid). From experience TKL is a bit reliable on uptime but support wise their TAT might not be the best in the market... my two cents... I struggled in Kisumu because most guys were too lazy to roll out fiber properly, so everyone would mount a radio on that hill overlooking the whole city and beam unoptimized wireless to the congestion.
