"External Regulations" is simply USA regulations. Moneybookers is British and they dont have the ridiculous regulations the US have. Do you know USA is trying to go for people with Swiss Bank accounts? Did you know Sun/Java has started a model like the Apple or Ovi stores and they call it the Java Store. It is only open to USA developers to sell their Apps. Developers from a few other countries are allowed to use the store but can't sell Apps to USA customers but can only give free Apps for download. I think Coop bank is not the best bank to use for such things. They also cannot be able to show you the refence id for transcations that moneybookers will do in your account for you to be able to verify your account. I really went through a big hustle to get it working with coop just to discover it was so easy to do with KCB.
