What is the difference in the setup between the two offices? Are you browsing through any proxy from the office you are unable to get the website? is there a firewall in place that may be filtering the ICMP ping packets? also do a tcp traceroute to the website on port 80 and let us know how it goes.

The I.P address(public) of that office has been black listed on the server of that website. So you just talk to those guys who are hosting that website politely ama you use remote dns. Or as a last resort you can you a modem because it keeps changing the I.P address each time you establish a connection. Hope this helps
