I remember using a tool called photorec and another one that I cant remember. It extracts by track so most files will be fragmented. May help.
This is a file carving software, petty good actually. This and foremost are your best bet when you accidently format your drive. However for a failing drive, it would be able to read the drive. It hit a broken sector and continuously keep retrying. So only use it when the drive is healthy
