Customer support toll free lines

Am just curious but why is it that other than the telco's no other service providers in Kenya have a toll free number? And by service providers am talking about Banks, KRA, ISP's, Kenya power you name it. I believe (I might be wrong) that they should be mandated to have a toll free number esp If they are going to put you on hold for n minutes at your own expense. Worse still is when you run out of airtime in the middle of your problem being sorted out they dont even have the courtesy to call you back even though they already asked for your phone number. -Billy

Most recently, I recall some 'Child Rights' group popularizing a toll free help-line accessible from mobile phone handsets. Come to think of it does the good old police line: '999' work from your mobile phone?

It's not a matter of it being cheap really. It's not like it's cheap for me or you to be put on hold while they try to get "the next available agent".
