I had seen this feature i think in KTN Business weekly of a kenyan tech startup company that was in the process of launching a service that would enable Kenyans to make paypal payments using mpesa,...has anyone heard of it ever since..was it launched

I think the title of the first link is out of context. In its ambiguity the title simply implies the gamut of mobile payment solutions of which Mpesa and Paypal are notable examples; not necessarily that there's a working correlation between the two platforms.
