Speed camera that can check your seatbelt

Good morning, While East Africa is yet to have speed cameras installed on highways (I stand to be corrected, but I don’t remember any fixed cameras along any East African roads that I have used, just the speed guns that traffic police officers use depending on their mood) Finland is deploying a camera that can detect your speed, whether you have a seatbelt or not, insurance and tax status and can send photos and call the police on its own. Ok..this is just my 1 cent but would an EMP be able to knock out the cameras internal circuitry and if one can model a multi blast or self charging EMP generator, perhaps from the rotation of the wheels or the fan belt to electrocharge it, one can then design such for street racers who would have these under the hoods of their beasts. lol! :-) To protect the ECU, you could create a cavity that produces shielding. The cavity design , my friend, is beyond the scope of anyone except those who have research labs. At the same time, camera CCD and componets are shielded against such on all lower/higher frequencies. Try to put a camera in front an uplink vsat or near a radar site, nothing will happen. By the time you find a way to knock out the camera, it has a FINE PRINT of your mis-deeds relayed to controllers... @Aki...the CCD and IR relation is possible. Ever hooked up a camera to the TV (or webcam on your computer) looking at yourself and you pick up a remote and press a button while pointing at the camera? If what you see is just a tiny LED, what of a serious beam discharge? Virtual blindness!
