@Memusi, seems you have a decision to make. I've never been to Puntland ( the telco operator? ) but was briefly in Mogadisho during the very early 90s for a few days contract work. Some reputable kenyan company got the contract for the US mission there and wanted tech people to go in and setup the sat hardware etc. Once there, things took an ugly turn very fast so we had to make a hasty exit. As long as the company you are dealing with knows the security risks, then you have a hard decision to make.
