If you dont have operations in the region, it would be hard to get resources allocated by Afrinic. The best way is to approach a local Internet registry. But let it be known, Afrinic has enough v4 addresses to last a decade. Problem is fraudulent applications from other regions capitalizing on our lack of need/use of the resources. Doubt I have any other solution I can point you to. From what I know, most local internet registries will not lease out such a block cheaply, or anyone on the internet for that matter. Last I checked some guys sell a single IPv4 address for as much as $5, you can do the math for a /22 :)
