I presume that you are looking at Mobile Internet in this case... Location! Location! Location! Go for the provider who has the best coverage in the area you will mostly use the mobile modem. Personally, I would be tempted to do a test run of all the providers; preferably using a non network locked modem. I'm not sure though if there is a provider who has blacklisted non-locked modems from accessing their network... you may need to check that out.
