Two things 1) Gross in in-efficiency on the part of the ICT department 2) Misplacement of priorities by the finance department just like where I am. Some times and most of times IT is pinned down when there is no reliable DRP and BCP in place. But mostly its the organisartions management that doesn't take IT seriously. They view it as an expense rather than an enabler. when days like these arise, is when you go running around like a headless chicken. Othertimes during DRP test s*#t happens and systems fail.
