If you are only interested in domain registration and web hosting, then you don't really need a local ISP because it makes more financial sense to host abroad than locally. However, if you are feeling sufficiently philanthropic and patriotic, you can go ahead and source for those services from UUNET, which seems to have a rather good street cred.
