I have a big issue with a dakar rally that neither starts nor ends in Dakar. Why did they not call it Paris Rally?

Just out of curiosity and veering off topic a little, is there any car mod which is street illegal in kenya? I have seen those loud-mouthed-souped-up soobs and 'evils' on msa road scaring the hell out of vitzes and ist's and no one seemed bothered...
