Re: [Skunkworks] [kictanet] Kenya IGF 2011 List Discussions Day 4 Cloud Computing

@Barrack, some thoughts.. Challenges? There are no challenges except those created to look as entreprenuership opportunities. Access to electricity should be a fundamental human right, just a food and water. So why are we so bent on creating business avenues on basic essentials which should exist in the first place? What are taxes for? We are not new to clouds and know what the benefits and reach of cloud based services are, have also run various test-beds a few years ago. There is a very small market for cloud services in kenya, and the telecomunication sector cannot operate networks on mission critical status to justify such critical needs of cloud based services. The costs of creating dedicated networks far outnumber the need. Govt digitization projects should have provided a 5 year catalyst basis. BUT, IMHO, all this cloud talk is just for govt to get into bed with a ppp partner, scream that they have created kibarua ict jobs and create entrepreneurs who can supply (imported ) condoms for the project, nothing else. Have local ISPs and Telcos ever been invited to bid and build out the digitization govt projects ? Rgds. :-) On Tue, Jul 5, 2011 at 11:47 AM, Barrack Otieno <otieno.barrack@gmail.com>wrote:
Thank you Dr. Ndemo, Washi and Dennis for your insightfull responses, allow me to side with Daktari that we look at our challenges from a positive angle, with all the points that you have brought up which are very valid, i take us back to Dr. Ndemo hoping i don't misquote him who outlined some key milestones that the government of Kenya has attained in so far as cloud computing is concerned, he also underscored the fact that the policy is being revised and that the policy team will be following the discussions keenly, i am not sure if i missed this in one of his responses but is there need for a National Cloud Computing Strategy given that the issues that affect the Stability of the cloud are outside the domain of Ministry of Infocom, i came across http://www.cio.gov/documents/Federal-Cloud-Computing-Strategy.pdf, your take listers?

@Barrack, as a final contirbute to this cloud discussion thread, Dr Ndemo raised a very important point. That all government offices are connected to Fiber. I believe this should be country wide? May we seriously have a list of all terminations and capacity of the fiber country wide. Am also awaiting the info on cloud services offered by Govt and the govt data centre. These are important statistics. Rgds.

@ Aki, thank you for your contribution , the same case applies to @ Lordmwesh, the threads are open for further discussions they are not limited to the days, i once saw a presentation in one of the KicTANET meetings which outlined some of the nodes, i hope we will be able to find it before the end of the debate should it still exist which could answer your question, i have gone through the Ministry of Information and Communication website and cant seem to find the statistics, IMHO this falls squarely within the mandate of Kenya ICT board and i do hope Paul Kukubo or one of the offices at the board will be kind enough to give the statistics. @Barrack, further queries shows that the Kenyan Govt commissioned a data centre in late 2009 costing more than USD 8million, where "KDN will carry out predevelopment planning, construction and the setting up of infrastructure, maintenance and management of security-related works, as well as acquisition of technology solutions and expertise. The center is designed to provide data recovery and host mission-critical computer systems with full redundancy systems, according to the then KDN CEO Kai Wulf. " Ok, so now am confused even more. If the above is true, then the govt data centre should be world class to even host digitization projects. Now this bit of information put the Google/WB project at a big question. Rgds. On Tue, Jul 5, 2011 at 1:25 PM, Barrack Otieno <otieno.barrack@gmail.com>wrote:
