I personally think Gandi and Namecheap are the best for non .ke domain registration, that Webfaction is best for shared hosting and that Amazon Web Services, Digital Ocean, or Linode are best for situations where you need more power, security, and control. Ideally though, you don't even need a host at all. Ideally though, you don't even need a host at all. My most recent public site is entirely static and hosted on Github for free (N.B. this only works for simple sites):
