Well, not to want to say you are wrong, but I have used seals not registered with anyone to register land titles - I am talking from experience, so you can chose what to believe. There is also no law that your seal must be registered with any ministry. Why would you register a seal under ministry of lands? the only thing I know they ask for is a Company/Business Name registration and Ids to be sure that you dont make a fake one.
