Sorry, Michael, but I kinda didn't understand the question or cannot easily figure out your requirement. If I end up just blurbing, I ask for forgiveness in advance. I believe ALL ISPs allow clients connected directly to their network to route e-mail through their SMTP Servers - FOC. It means that whether you have a MuA or Server at your end, you can always dump everything onto their SMTP Server to deal with upstream. However, if you are connected to a different link provider who does not offer SMTP services, then I suppose you can just install your own and run it on your LAN (or use a cloud based one) to handle (route/relay/your-terminology-here) your outbound traffic. I do not know of any ISP that would allow a 'foreign client' (IP outside their subnets) to use their SMTP server because that would constitute an 'Open Relay'. If they do ASMTP for MuAs, then you can as well just easily (ab)use that for your needs if you use a server at your end. I don't know if there is any who offers the service for a fee. If they did, you'd also have to publish some extra records to include their IPs as known MXes for your domain.
