I have reliable information to the effect that the PS mentioned both Open Source ICDL and Proprietary ICDL. Now looking for the actual KTN footage to confirm what was actually reported, upon whose confirmation, if found skewed reporting as true we shall lodge a formal, open complaint against the media house to the Media Council of Kenya for misinformation on such a sensitive national subject. If they only gazette ICDL and leave out OpenICDL http://www.openicdl.org/ we shall go to court to have the Gazette Notice annulled on the basis of its illegality hence illegitimacy. Contemplating such an illegal move would leave sour scars  and in any case we no longer have time for niceties play with Microsofties family..

From my small investigation ICDL seems to be a pretty widespread standard that is supposed to be vendor neutral and not linked to any particular software.
