Yes, Safaricom does offer local hosting ( http://domains.safaricom.co.ke/packages.php), I was tracerouting a site hosted there today morning and noted that most of the hops were taking about 20ms, while comparing to a site hosted abroad which was taking about 200ms. However, since their support reps are taking forever to reply to an enquiry I posted (as of now, they are yet to reply), I sought out competitors, and stumbled upon http://www.comtecmhs.co.ke/, who it turns out, don't post prices of their hosting packages.
