detecting safaricom sim card on a laptop

Hallos' is it possible to detect a safaricom simcard on laptop and use it like a modem? Ive seen a guy who had connected a simcard on a dell latitude d630(beneath the battery slot) and was able to connect and surf with it. Normally comes when you order a custom-built laptop. They simply enable the modem by inserting an enabler-chip. So there are some machines with the modem slot but it's not enabled. Well most high end laptops have these but do not automatically come with the entire set, thus you have to buy the card (the one that supports the GSM services and Install, only then will you have use of the simcard slot.
